Study On Regulatory System About Construction Of Indemnificatory Housing Supplied By Government

Housing security issue has become a hot spot of the whole society. Speeding up the construction of indemnificatory housing will be the key emphasis in work of the government during the Twelfth Five-Year. Based on the researches of documents and policies, the problems such as quality deficiency which happened in the construction of indemnificatory housing during Eleventh Five-Year are pointed out. And the current situation and shortcomings of the regulatory system about indemnificatory housing construction, which result in the problems happened in the construction of indemnificatory housing, are analyzed in this dissertation. Improvements of regulatory system are proposed through three aspects, which are the regulatory basis, the regulatory body and the regulatory means, according to learning successful experience on promoting the housing security from the developed countries and regions.The work and innovations are as follows:(1) The laws, policies and technical standards are improved to be taken as the criterion of related supervisors.(2) The full integration of government regulation, market supervision and social supervision is emphasized in the regulatory system about indemnificatory housing construction. The list on specific duties is drawed up to make the division and cooperation between related supervisors clear.(3) Mature operation mechanisms are established to improve the regulatory level and heighten the enthusiasm of social organizations or people to participate in supervision.(4) Revolutionary regulation systems are established and the key content of regulation is demarcated to supervise the behavior of enterprises who participate in the construction of indemnificatory housing.(5) An integrated information platform is established to improve the regulatory efficiency of supervision.The regulatory system highlights the characteristics on the construction of indemnificatory housing in order to propose an operational guidance on reinforcing supervision of indemnificatory housing construction, with the good hope that the efficiency of government supervision will be promoted and the difficulty in housing for low-income families will be tackled.
