ABSTRACT:Logistics is a socialized and systematic industry with obvious externality and multiplier effect. Logistics can not only improve efficiency, but also integrate all resource about society. With logistics industry being one of the national top ten revitalized industries and the issued of adjustment and revitalization of logistics planning, government, academics and enterprises are attaching more and more attention to logistics industry. Logistcs park is the new thing in the development of modern logistics, and it becomes an important manifestation of logistics because of its strong accumulative effect and scale effect. With the surging logistics park, a series of questions appear one after another:blind planning and construction, high vacancy rates, lack of standardization of management, in an embarrassing situation of high-carbon growth and uneconomical scale for a long time. Logistcs park not only makes no contribution, but also brings great pressure to environment. With the frequent extreme climate and geological disaster, the importance of low-carbon is increasingly emphasized. It can be expected that the emphasis of future policy will transfer to low-carbon industries. As a bridge between production and consumotion, logistcs is sorely needed to change the current status of high-carbon growth to achieve its society functions in the way of low-carbon.Based on the idea, this paper summarizes the international research situation about logistics planning, functional positioning, green logistcs and studys the logistcs development trend. On these bases, the paper analyzes the importance and feasibility of the development of low-carbon logistics park, and then studys the function planning of low-carbon logistics park. First, orient the function elements of logistics park rationally. Second, use modeling via SLP and genetic algorithm to determine the layout of function areas. Third, evaluate the function area planning with AHP and design low-carbon elements to help the logistics park to contribute social responsibility and realize the simultaneous growth of profits. Finally, the paper gives a case of Anhui Yimin Low-carbon Logistics Park.
