With the rapid rising of the modern logistics industry, logistics parks have emerged.After several years of the development, logistics parks have been formed logistics distribution centers. They have both combined effects and services, which are an important manifestation of modern logistics industry. What’s more, construction and development of logistics parks have a very important practicable significance to achieve gathering, consolidation and improvement of the investment environment of logistics resources and logistics enterprise and so on. Although the rapid development of the logistics industry promotes the blossom of logistics parks, it cannot avoid that many logistics parks are vacant arrested and hampered, because of inaccurate or confusing waste of energy and resources. While, with the convening of the United Nations Climate Change Conference, "low-carbon" concept is increasingly valued, and the development of the logistics industry with high energy consumption of high-carbon emissions must be resolved. Therefore, to some extent, the construction of low-carbon logistics parks can promote a sustainable and healthy development for the logistics industry. For example,facing with Shijiazhuang environmental pollution and logistics industry contradictory problems, H Group proposed a low-carbon logistics park, in order to promote a optimization and upgrading of low-carbon logistics industry, which made the foundation of build a resource-saving society of Shijiazhuang.To sum up, on the basis of above, this article has analyzed these two cores concept foundation: low-carbon logistics and low-carbon logistics parks, and these two cores concept definition. Then it bases on the internal factor evaluation matrix(IFE) and the external factor evaluation(EFE) matrix analysis of the internal and external environment,determines orientation of park functions. Through the area calculation, system layout design(SLP) and the genetic algorithm combined to complete park layout scheme,meanwhile it layouts and designs the main equipment, information system and other auxiliary functions in the park logistics activities. At the end of the article, building the low-carbon park operation model and the carbon dioxide management conceptual model from the perspective of environmental protection.We hope that the research of H Group and the development of low-carbon logistics park’s layout from the theoretical and practical point of view can make an effective solution to the logistics industry and withhigh energy consumption and low efficiency problem to provide strong support, and to the development of low-carbon future Shijiazhuang logistics industry.
