Logistics Park plays an important role in gathering logistics companies, integrating and using the existing logistics resources, improving the logistics investment environment, and promoting the growth of third-party logistics companies etc. So to speed up the planning and construction of logistics parks is the breakthrough to the development of modern logistics, and it has become the important issue on promoting the overall development of the regional economy. However, the recent theoretical method of the logistics park planning is not perfect, and it cannot meet the need of planning and construction of the logistics parks. Therefore, the study of the logistics park planning has important theoretical and practical significance.The purpose of this paper is to research on the layout planning for the function areas in Logistics Park, and it placed emphasis on constructing the layout model of function areas and evaluating the layout programs. The paper mainly spreads from the following aspects: First, analyze the properties of Logistics Park, and then set forth the purposes, principles and contents of the layout planning for the function areas, combine with the MSFLB planning approach summarized from the planning of logistics parks in Germany, and propose the process of the layout planning method for the function areas in Logistics Park.Second, the preparatory work for the layout planning of the function areas in Logistics Park. That consists of five processes:collection and analysis of basic data, function positioning and partition of function areas, workflow design, space requirements planning for the function areas, and analysis of the internal and external traffic, in order to determine the function and the main entrances of Logistics Park, and the number, types, and scales of function areas. This part is the basis for the layout optimization, and the evaluation and adjustment of layout program.Third, the layout optimization of the function areas in Logistics Park. Combining the characteristics of the layout of function areas in logistics park, and considering the influence of main entrances of logistics park on the layout of function areas, by the analysis and quantification of the integrated relationship degree between function areas and between the function areas with the main entrance of logistics park, construct the layout model with its goal of maximum integrated relationship degree; and then select the Genetic Algorithm to solve it. This part mainly researches how to construct the layout model for the function areas. Fourth, the evaluation and adjustment of the layout program of the function areas in Logistics Park. In order to avoid the impact of the index weights on evaluation process, using the idea of Game theory to evaluate the layout programs obtained by solving the layout model, establish and solve the evaluation comparison model for the layout programs of functional areas in logistics park of and selection; and finally considering the limiting conditions, modify the solution based on the actual situation to adjust and optimize the layout plan.Fifth, the empirical research. Apply the research method presented in this paper about layout planning for the functional areas in Logistics Park to the planning of Zhicheng Logistics Park in Yibin City, Sichuan Province; by this case study, verify the applicability of the method, and provide the theoretical basis and the methodological guidance for the planning of Logistics Park.In short, this paper within study on the layout planning of the functional areas for Logistics Park, has formatted a more comprehensive layout method, has enriched the logistics park planning theory, and has laid a good foundation on further detailed planning for the facility in function areas.
