Currently, as an important part of the modern economy and the best integrated service model of the industrialization process, the logistics system gets a rapid and worldwide development. With the deepening of China's economic reform, the gradual opening of trade in service industry, international trade's sustaining development and the increasing diversification of consumers'demand, an unified and opened, convenient, competitive, orderly and efficient goods circulation system is urgently needed to build, and the logistics industry which receives high expectation from government and enterprises produces and has an unprecedented development in China.We recognize that the blind construction or lack of detailed planning's construction of the logistics center will cause many problems after the operation for the large investment and long payback period, so comprehensive, detailed and scientifically well planned design of logistics center is particularly important. The design of logistics center includes logistics center location, layout and handling system design, support departments'set, overall program evaluation and selection, and many other detailed work, but the layout design which is researched in this paper is one of the most important links.The XuanSheng logistics center in Leng Shuijiang is the research background of this paper, with the necessary analysis, requirements analysis, functional positioning of logistics centers and estimates of the functional area and the size, the optional layout plans are putted forward. And then some data is received by analog simulation. Finally, with the road conditions, the use of loading platform, order processing, logistics center flow line design and the construction cost as evaluating indicators, evaluation system is established, and analytic hierarchy process (AHP) is applied The primary research method will be both qualitative and quantitative with AHP and emulation. With calculating the weight coefficient of options, the optimum solution for the logistics center is selected to provide the basis and support for deciding the layout of the program.In this paper, the solution of third-party logistics center planning and design layout is putted forward. The traditional methods such an SLP is applied to determine the optional plans first, and then some running data is received by emulation which is applied in the program evaluation system instead of AHP, so the quantitative evaluation turns into qualitation, and the evaluation and choice of a logistics center's layout plan and disign is more scientific and rational.
