The container port is the important infrastructure in the national economy and the central link in the international container transport system. As a major transporation revolution, the container transportation has become the symbol of modernization of the port. With the rapid development of economy and trade, the government and port enterprises are invariably of greater capital investment in the port planning. Our country's port construction speeded up and the port construction scale enlarged gradually, especial the container terminal. In the background of the economic crisis, it even presents the bleak aspect of supply in excess of demand. However, it set off a new round of port contruction boom, which lead to the concerns of excess capacity of the port.
