Land use planning is that in the longer time span and within the larger space, according to the requirements of social and economic development, distributing the limited land resources in the time and space reasonably. The implementation of land use planning impact on the regional environment has long-term, complex, comprehensive, and sometimes irreversible characteristics, land use planning in the preparation stage of its implementation must evaluate the impact to environmental. Implementation of land use planning environmental impact assessment, can improve land use planning and decision-making level. The environmental impact assessment to the land use planning that will be formulated and implemented, is to ensure that the environment oriented of land use planning to the most effective way of one, and is a change that from negative control to positive prevention to the environmental protection work, in the ecological environment from passive to active, can reduce the adverse impacts from the source. Land Use Planning Environmental Impact Assessment in China is an emerging field, its theories and methods are immature, there is no uniform conclusion, basically, it still in the period that use other methods of environmental impact assessment, there are no adequate case that the specific methods applied to environmental impact assessment of regional land use planning.According to the planning program of the overall land use planning (2006-2020), and based on the analysis of land use structure in Le Shan City, Layout changes, and its main drivers in Le Shan City, the paper adopted the weighted comparison, the value of ecosystem services and ecological Capacity method, carried out the environmental impact assessment of overall land use planning (2006-2020) in Le Shan City. Compared the practical and advantages and disadvantages of the three evaluation methods, the key findings are as follows:(1)Different types of land use will produce different degrees of impact to ecological environment and the changes of land use is bound to have an important influence to regional environmental change. Through the analysis of land use structure changes and land use changes in spatial layout, and the study of the main drivers of land use change, to help to identify the regional characteristics of land resources and ecological environment, control the relationship between land use and environmental changes, understand the regional problems and pressures on land ecological environment, and the law of the regional environmental change, provide a basis for regional environmental impact assessment.(2) This article study the changes of land use in the period of last land use planning, which can be expressed as follows:made a correlation analysis to the structural changes of land use and land use changes in spatial distribution, given a linear regression to the driving factors of land use change, and discussed the relationship of the change between land use and the environment. Through the analysis of the land use planning, land use change and environmental change, made the relationship between the three more clearer, and provide some theoretical and practical reference for the next round land use planning of Le Shan City.1) Through the analysis of changes in land use structure that in the period of last land use planning of Le Shan city, can lean that:There had a greater change in land area and land use structure of Le Shan city, including arable land, grassland and unused land area reduction, construction land, garden plot, woodland area was a positive growth. One main reason for reduction of arable land was turn farmland to forest; the second is the rural industrial structure adjustment and a certain amount of arable land into woodland and orchard, and the third is occupied by building and a small amount of natural damage. The reason of the unused land decrease was primarily the needs of rural industrial structure adjustment and land required to achieve the balance of arable land in the land development and land reclamation. The increase of Construction area mainly due to increased economic development along with the acceleration of Le Shan City, and the expand in the scale of construction land, including residential and industrial land has a bid increase, the land which used to water conservancy facilities and transportation with a small increase.2) Through the analysis of the main driving factors to the land use in the last land use planning of Le Shan City,can be conclusion as follows:there was a Significantly negative correlation between reduction of arable land and population increase, which maintained strong consistency with the scale of construction land; the correlation between agricultural output and the cultivated area is not very strong, industrial development has a strong positive correlation with the scale of construction land; construction land and the level of urbanization has a strong positive correlation.economic growth and the construction land reflects the strong multiplier features.3) This article described relationship between land-use change and environmental change like that land-use change is the main driver of environmental change, and environmental change is the cumulative results of land use change. And concluded the characteristics of land use and environmental at the end of last land use planning.(3) In this paper, use weighted comparison method, the value of ecosystem services method and ecological carrying capacity method to do the land use planning environmental impact assessment of Le Shan City, and obtain the same satisfactory results. The evaluation results show that the implementation of the new round of land use overall planning is feasible in the environment.1) A new round of land use planning environmental impact assessment of Le Shan City used the weighted comparison method. In the assessment, evaluation index system was built by the target layer, rule layer and index layer, index layer selected 13 indexes, and with the AHP method to determine the weight, and finally the total score for the2005year was 6.84, and for the 2010 year was 7.51,and the 2020 year was 8.82. From the results can lean that positive effect is greater than the overall negative effect, and the implementation of the new round of land use overall planning is feasible in the environment.2) when use the value of ecosystem services methods to evaluate the environmental impact of land use planning in Le Shan City, the ecological functions coefficients of soils reference Xie Gao Shan and other exports related research results, obtained that the total value of ecosystem services in 2005 was 157.97×10s RMB, in 2010was 159.94×108RMB. in 2020was 161.87×108 RMB. It show that the implementation of the new land use planning project in Le Shan City will make the total value of ecosystem services rise. The implementation of its planning program is beneficial to the environment and to the positive direction, the planning Act is feasible.3) The result evaluation to implementation of land use planning project in Le Shan City with the ecological carrying capacity show that the total carrying capacity of ecological to be upward trend. The total carrying capacity of ecological from 328.729×104hm2 in 2005 to 329.421×104hm2 in 2010,and in 2020 up to 330.259×104hm2, the growth of recent planning between 2005 to 2010 year was 0.692×104hm2, and the long-term planning between 2005 to 2010 year was 1.530×104hm2. The impact of the new round of land use planning on ecological environment and construction in Le Shan City is positive, the planning Act is feasible.4) The paper made a discussion to the three types of evaluation methods that used to the environmental impact assessment of land use planning, compared the advantages, disadvantages and the key issues of the three methods.(4) Finally, summarized the achievements and shortcomings of this paper.
