A Study On The Constraints And Strategies Of China's Urban-rural Development

The establishment and continuous improvement of market economy system has greatly promoted China's overall development in terms of economy and society. For the modernization of our country provide a solid foundation. However, because China adopted a leapfrog industrialization strategy for a period of time after the founding of the P.R.C., combined with the planned economic system and urban-rural dual system, China's dual economic and social structure is particularly prominent, which caused a significant difference between urban and rural areas. China's household registration system makes rural residents unable to share modern industrial civilization, modern urban civilization and national welfare equally with urban residents, which further expands the urban-rural differences. Dual economic and social structure hampered the normal transfer of rural surplus labor force, causing the inequality problem cannot be solved in short term and seriously restricting the development of the national economy. How to solve the issues of agriculture farmer and rural area, namely the "three rural"problems, has become a major task at present. The CPC and the State Council propose to strive for a balanced development between urban and rural areas in this critical period, which has strategic significance. A fundamental solution to this stage of the"three rural"issues must not be limited to agriculture,rural areas and farmers, instead, attention must be focused on solving deep-seated contradictions restricting agriculture and rural development,reforming differentiated rural-urban systems and policies formed under the planned economic system and bringing cities'instrumental and leading role into full play in accelerating the process of rural urbanization. This ideological and practical transformation is an innovative exploration and research on the problem of urban and rural development.This paper first introduces the background and meaning of doing the research, then analyzes the status of urban and rural development and existing problems through actual development examples of China's reform,focusing on constraints and barriers in urban and rural development,and finally puts forward specific measures to achieve a balanced development.This thesis makes several innovations in the following aspects: theoretically, it is easier for people to understand the connotation of a balanced urban-rural development, so as to draw their attention to this issue ideologically and conceptually and promote in-depth theoretical study on this issue; in practice,it is conducive to better solve the overall social economic development, comprehensively promote the urban-rural integration reform and finally realize integration development.This paper is guided by the dual economic structure theory, the general theory of relations between workers and peasants,urban-rural relations,system theory, coordination theory and scientific concept of development. Research method used here is synthesis. First, it reviews related theories on urban and rural development and sets its own theoretical basis; second, in view of the current situation and problems existed in urban and rural development,it summarizes the historical,realistic, social and policy factors and barriers constraining the urban-rural development. Finally,the author proposes some feasible solutions: persisting in people-oriented ,agriculture-based urban-rural development; adhering to comprehensive promotion while giving priority to the counties; sticking to the principle of deepening the reform while focusing on fairness; starting with agricultural development but not restricted to it; continuously promoting industrialization,urbanization and industrialization as a basic point and fundamental requirements; strengthening policy advocacy and guidance in urban-rural development; optimizing the agricultural structure, accelerating development of agricultural industrialization and gradually eliminate urban-rural dual structure; developing the county economy with local characteristics, speeding up the development of tertiary industry to accelerate the transfer of rural surplus labor; establishing and improving unified and standardized urban-rural system in terms of residence,health care,education,culture and social security; increasing peasants incomes and improving rural infrastructure,improving rural living and production environment; establishing a modern rural land system and improving the land transfer policy; accelerating the reform of fiscal and financial system to promote the rational flow of capital between urban and rural areas.To conclude, the urban and rural development,government should play a leading role in coordinating the interests of all parties,correctly dealing with the major relations that have bearing on the whole situation,properly handling the current interests and long-term interests,partial interests and overall interests,and fully mobilizing all positive factors. Besides,the government should focus on promoting the overall prosperity economically and socially in rural areas by breaking the boundaries of urban and rural areas to realize urban-rural integration and coordinated development,which is a major innovation to solve the three rural issues.
