"Forest Chongqing" Construction In The Context Of Changes In Local Government Performance Concept

Chongqing is located in the southwest region of China, and it is a medium-sized municipality which is dominated by mountains. As the only municipality in China's inland, all aspects of development in Chongqing are of great significance. Because of its specificity in Chongqing, there are many differences between the background of the reform of the system of collective forest rights and that in other provinces (cities, districts). Therefore, the ideas and practices of Chongqing's reform of the system of collective forest rights are different from the Fujian and Jiangxi province's reform of the system of collective forest rights in southern, with its own innovations and features. The focus of this article is based on empirical study of Chongqing's reform of the system of collective forest rights, the background to the changes in performance concept of Chongqing government leaderships, focusing on "Forest Chongqing" construction practicing in rural areas-the reform of the system of collective forest rights. In the elaboration of Chongqing Rural reform of the system of collective forest rights, this article select Prefecture F Village N selected in the southeastern of Chongqing as a case study, including the implementation process of Village N's reform of the system of collective forest rights, and the empirical analysis of economic, social and ecological benefits of reform of the system of collective forest rights in Village N, and thus on this basis, discuss the performance produced by "Forest Chongqing" construction and the problems resulted by "Forest Chongqing" construction, and put forward some countermeasures related to the views.This article argues that the essence of "Forest Chongqing" construction is the development of forestry, the means of production of the development of forestry-woodland mainly in the vast rural areas, "Forest Chongqing" construction is not only planting trees in the city, more importantly is to promote the development of rural forestry and increase the income of the majority of farmers. Behind the reform of the system of collective forest rights achieving substantive results, is the result that the interaction between government-led reforms and the status of subjectivity of the farmers gradually be respected. Gradually promoted in the reform process, due to the dominant position of the farmers are fully recognized, the creation and selection of farmers are fully respected, the reform policy has received the legitimacy of running and having an effect in the rural grassroots. From the reform of the system of collective forest rights has entered a stage of deepening, the Government has stressed to implement the scientific concept of development with the correct performance concept, and put great efforts and achieved some success. Finally, this article based on the analysis of the performance produced by "Forest Chongqing" construction and the problems resulted by "Forest Chongqing" construction, put forward some countermeasures related to the views.
