Comparative Analysis Of The Issues Of Herdsmen Income In Xilinhot

As this time, income of farmers and herdsmen is an important issue in the limelight. Especially in XilinGol, which is a primary pastoral area in Inner Mongolia, how could herdsmen raise their income has become the most important problem in the 12th Five-Year Plan. This article takes example for Xilinhot City, selected Baoligen and Baiyinxile to study. Because the two places have small gap between the available grassland area, but have significantly different in the population, national composition, per capita income and the various factors of production. Analyzed that there are some problems in the factors of production in Baiyinxile which place has lower per capita income by using positive analysis. These problems include four points. First, per household grassland area is small, there is an outstanding contradictions between too many people and few land. Second, the place has fewer per household number of livestock and an irrational structure of livestock. Third, the age structure of the labors is imbalance. Fourth, the channels of funding sources are lesser and the cost is higher.This article brought some suggestions to deal with these problems. For example, we can promote the development of economic cooperation organizations,develop animal husbandry by using technology,regulate the age structure of the labors,optimize the financial system, and so on. I expected to offer help to the herdsmen, especially to the herdsmen who has less income.
