The Endowment Insurance Of Migrant Labor,an Analysis Of Path

The endowment insurance system is the most important part of the social security system.With the development of China's reform and open to the outside world,there are tens of millions of migrant labours flowting between urban and rural and different areas, and the endowment insurance of the migrant labour has become the focus of social issue day by day.Based on the fundamental theory of endowment insurance system, Chinese national conditions and the experience of and research results of EU's international labour endowment insurance system, the thesis is looking for measures that fit China's endowment insurance system for migrant labours.There are 5 chapters in the thesis:Chapter one is the introduction, the summarization of background, meaning, current researches in China and outside world and the research concepts of the theme of this thesis.Chapter two is about the current situation of our endowment insurance system for migrant labours. It mainly describes the the development history and the current endowment insurance policy of our country, that is the same insurance policy pattern as urban workers and the special comprehensive insurance policy settled for migrant labours. It also indicates the dilemma in implement and the irrationality of these two policies.Chapter three firstly tells the difference of social welfare and the situationin of labour flowing in EU countries, and then analyses the endowment insurance policy for cross-country labours of EU. Based on the system of EU citizen qualification, EU chooses the combination way of diversification and coordination, and establishes multilateral cooperation system of social insurance for the free flowing of labours in member countries. It also analyses the inspiration of EU experiences to China.Chapter four is the research of specific design schemes for the development path of endowment insurance for migrant labours in our country. Logically based on the former three chapters, the thesis proposed 5 design schemes. Firstly, the policy scheme takes public requirement as its principle; secondly, taking subsistence allowances as the basic payment standard, ensure full endowment insurance coverage; thirdly, establish permanent personal insurance account, with the pattern of complete accumulation; fourthly, improve the levels of endowment insurance overall planning from top to bottom and eliminate regional barrier; fifthly, reform the household registration system and eliminate the dual structure in urban and rural economy.Chapter five is the summarization and periscopical thought. This chapter makes general carding for this thesis. According to the establishment of social insurance law in year 2010, this chapter confirmed the practical value of this thesis, while it still points out the insufficient and the direction of further research of the thesis.
