A Study Of Endowment Insureance For Migrant Workers In Urban China

The farmer-workers are an especial group that formed by the special background of our country. There is some different characteristic when the country labor force shift to city labor force due to the special background of our country, which is passive shift and unstable. These farmer-works lie between the farmer and the city worker. They both faced unemployment risk and lack social security risk. It is important issue to research the endowment insurance to these farmer-workers.In this paper, we use some theories to research and analyze the development of endowment insurance policy in our country. We described that it is the necessary to buildup the endowment insurance policy for framer-worker. And we have evaluated the current endowment insurance policy. We discussed the current state of the supply and demand to the endowment insurance policy for framer-worker. Finally, we build up some new path to solve the problem. The main conceptions of our paper are listed as follows:First, form the view of the development of endowment insurance : the development of endowment insurance for farmer-worker depended too much on the development of endowment insurance for citizen, which form illegibility to legibility and to recognition. The endowment insurance for farmer-worker began form 1991. After 2001, the policy for framer-worker was not protested by "step by step to build". That the farmer-worker take part in the social security became clear. After 2005, the government attaches more importance to the endowment insurance for farmer-worker. In 2006, The State Council of P.R.C has issued "several opinion to solve the problem of farmer-worker", which is unprecedented recognition to the endowment insurance for farmer-worker. And it pointed out some fundamental policies: "low rate, wide range, transferable, and join together with endowment insurance for citizen".Second, form the view of the background of endowment insurance: more and more incoming gap, the trend of senile sociality and the shift of the country labor force, all of these characteristic is the basement to build the policy of endowment insurance for framer-worker. The continuance increase of GDP has provided the basement for build up the policy, but there still has some obstruct to build the insurance system. Firstly, there are lack some related laws. Second, there are lack some regulations about complementarily endowment insurance. Third, there are lack uniform systems about the endowment insurance for farmer-worker, different system in different cities. Then, in our paper, we propose a way to build up the system for endowment insurance .It is necessary to solve the current problem.Third, we compared and analyzed the current endowment insurance policy. We think that there are five kind of system. The system in Shanghai is independent. The other four systems are belong city insurance, and theirs target is join together with country insurance. All of the five systems have their own advantage and disadvantage.Fourth, in this paper, we propose that the current endowment insurance system for farmer-worker has some gap between supply and demand. The gap and imbalance lies in inconsequence for farmer-worker. The system is too simple and unclear for farmer-worker, lack uniform framework and discommodious shift. The demand of endowment insurance for farmer-worker is not well supply.Fifth, in order to reducing the gap between supply and demand, we must notice the follow question. Firstly, the system cannot "put all eggs into one basket". Transitional migrant workers pension insurance is of occupational old-age insurance system, and is Non-universal or relief mode. Secondly, the farmer-workers endowment insurance system should build on a certain uniformity framework. Therefore, in this paper, we make certain the thought of building the endowment insurance system. First, the endowment insurance will be solve by classify and stages, so, we design two paths to solve different insurance demands. One is long-term solution, another is short-term solution. Second, we must make the uniformity orientation to short-term solution. the worker who has relations between labor contracts is the main object of short-path, the short-term solution take the "the small public account, the large individual accounts" as its system model.Sixth, in this paper, we analyze the feasibility of short-term solution of farmer-workers old-age insurance. First, we consider the economic factor is not an important factor in development of endowment insurance, the ability to manage insurance of government will affect the accessibility of farmer-workers endowment insurance system. Second, we think Chinese enterprises pay social security burden too heavy if we considering business and sustainable socio-economic development. It is suitable that social security burden on enterprises to pay in about 12 percent. Enterprises profits will show strong negative impact if they pay social security more that 12%.Third, we point out that the melioration of former-worker insurance system is an important factor to influence the implement of former-worker pension insurance policies. Finally, we think that to norm the management system of farmer-workers labor is an important guarantee to implementation the old-age insurance system. The Children of former-workers and rural education is an important way to implement the initiative transfer, and stability transfer for former-worker. The vocational training for framer-worker is a primary means to enhance the ability of their employment.
