Research On The Evaluation Of Anhui's Ability For Independent Innovation

In today's world, resources and capital decided all the time has become a history. The ability of independent innovation becomes the core competitiveness of a country and the soul of sustained economic growth. Improving the ability of independent innovation and building the innovative country have been confirmed to the core of our country's development strategy. It is an inevitable choice to promote independent innovation vigorously, both for transforming the mode of economic development and promoting the growth of economic.Anhui province is located in southeastern China; the downstream of the Yangtze River, in east China hinterland. It plays an important role in the strategy of rising central China. When General Secretary Hu Jintao visited Anhui Province, he asked explicitly that we should make greater progress in independent innovation. Although Anhui has good technology conditions and industrial base, but compared with the developed areas, the problem of low ability of independent innovation is still relatively conspicuous. Faced with the severe situation and challenge, Anhui offered to improve independent innovation capability as a core of the development strategy, and to further implement the strategy of promoting innovation, and speed up the construction of innovative Anhui.This paper attempts to make a comprehensive evaluation of the Anhui province's ability for independent innovation, and to give some countermeasures to enhance Anhui province's ability for independent innovation. Firstly, based on the research of the domestic and foreign literatures, this paper analyzes the scientific content of innovation, independent innovation, the ability of independent innovation etc, and made a literature review about both the index system and the evaluation methods of the independent innovation ability. Secondly, by defining the connotation of independent innovation ability, referencing and studying the existing index system, this paper builds an index system to evaluate the independent innovation ability of regional levels by some related methods. Thirdly, by using fuzzy comprehensive evaluation method and entropy method to empowerment t he index system built before, this paper carry out an evaluation of the Anhui province's ability for independent innovation. And this paper carries out an evaluation on the ability for independent innovation of central China which is composed of six provinces too. Based on the evaluation from both horizontals and vertical point of view, this paper found that the ability for independent innovation of Anhui province has been improved a lot in the past 7 years. But compared with the developed provinces, Anhui still has a large gap. The ability for independent innovation of Anhui province is just in the third of the area of China. Finally, base on the analysis of the result of evaluation and the experiences in domestic and international, this paper put forward three countermeasures to enhance Anhui province's ability for independent innovation. The first one is that we should strengthen the concept and consciousness of independent innovation. The second one is that we should give full play to the role of each factor of independent innovation. The last one is that we should optimize the system mechanism and policy environment of independent innovation.
