Research On The Evaluation And Improvement Of Independent Innovation Capability For Henan

The latest overseas research shows that the force to promote economicdevelopment in developed countries comes mainly from innovation regions andregional innovation is the original power for economic development in one region. Withthe rapid growth of the global economy, enhancing independent innovation capabilityhas been become the adjustment the central link of economic structure, transform themode of growth, and enhance national and regional competitiveness. How to improvethe regional capacity for independent innovation and how to build a regional innovationsystems have become the problems to be solved in various countries and regions. Inrecent years, as the development of the populous agricultural province, Henan’seconomy maintained a good momentum of steady and rapid growth, but the deeperpoint of view, the rapid growth depends mainly on labor, capital, resources, energy andother factors driving and lack of deep dynamic of sustainable development. Comparedwith the country, Henan have lower industrial level, the irrational structure of industrial,especially the proportion of traditional industries as a whole, the kind of industry andhomogenization of the problem is serious, the structural contradiction will be moreobvious, extensive economic growth pattern, and with the industrialization andurbanization, Henan’s economic development facing the pressure of population andresources and the environment more than other provinces. Therefore, Henan will wantto seize the initiative, from the resources in the province to the province’s economictransformation and achieve comprehensive, coordinated economic and socialdevelopment in the new round of competition in the regional economy, only byimproving the regional capacity for independent innovation.Firstly，this paper describes the theory on regional innovation in home and abroad,and re-hackles the related concepts and characteristics of regional independentinnovation. The status of regional independent innovation is analyzed in Henanprovince based on study on both Chinese and foreign literature resources for regionalindependent innovation.Secondly, this paper builds indexes system (a total of3layers23indicators) ofbased on analysis influence factors of the regional innovation capability of Henan. Then, the statuses of regional innovation of Henan and18cities in Henan are evaluated andcomparatively analyzed so as to better understand the statuses of regional capacity forindependent innovation characteristics, advantages and deficiencies in Henan Province.Finally, according to results of evaluation, this paper proposes the operationalcountermeasures of enhance the independent innovation capability of Henan Province.
