Based pm these, applying ways of economic theory, management theory, system engineering, transportation planning theory, quantity statistics, operational research and so on. Combining ration and the nature, evaluation index system of content evaluation is built. And then, evaluation methodology is classified. Analysis of advantages and disadvantages of various evaluation methods, fuzzy comprehensive evaluation method is determined as the paper evaluation, and relatively comprehensive evaluation model is built. In the end, integrating practice of the city of Zhichang, I have positive analysis toward the paper's theoretical research. The result of applying examples proves that the model has effectiveness. The indexes system rural passenger construction system evaluation and methods have great importance in providing decisions for the government's building rural passenger transport system and providing application tool for the enforcement departments'planning, designing and supervising.
