Pharmaceutical industry is high-tech industry; it is one of the strategic and emerging industries. Because its product development and research activities are with high input, high risk, and long cycle characteristics, the medical innovation subjects pay more attention to contact and exchange, with innovation network to promote innovation activities is the trend of pharmaceutical innovation. The Pharmaceutical industry of Shijiazhuang has some influences and competitiveness in our country and it is one of the key supported industries in Hebei Province, it has important influence for the economic development of Hebei province. The significances of construction of Shijiazhuang Pharmaceutical industry innovation network are very large:it can increase the innovation capacity of pharmaceutical industry, promote the upgrade of medical industry structure, and promote regional economic development. Therefore, the article will research the innovation network of Pharmaceutical industry in Shijiazhuang.Around the innovation network, the study defines some concepts about innovation network, and summarizes the theory of innovation network. The article analyzes the main bodies of innovation network, the relationships between subjects, the environment of innovation network rooted, the functions of the innovation network and so on. Through the analysis, the study builds a basic theory framework, and makes a foundation for after research. Then, the article uses social network analysis and comparative analysis to analyze the innovation network structure and rationality about Pharmaceutical industry in Shijiazhuang.This article uses some indexes to research the structure, including the density of innovation network, the distance between of nodes, centrality, core/periphery, cliques. The analysis shows that, Shijiazhuang's innovation network structure of Pharmaceutical industry is a core/periphery structure, it is a quasi-hierarchy, in this structure, the large pharmaceutical enterprises, university and the research institutes are the chief part of the innovation network, they are in a leadership position; Many small & medium enterprises and intermediary services institutions locate in the periphery place of the network, they are the followers of the innovation activities, not the leader or the supporter.At the same time, comparing with the new drug-oriented Pharmaceutical industry's innovation network, the study analyzes the structure rationality about Pharmaceutical industry in Shijiazhuang. It is found that the core/periphery network structure has many problems in the current stage of development of Shijiazhuang pharmaceutical industry. For example, the innovation capacity of the Pharmaceutical enterprises is poor, it is not the main body of the innovation network; the cooperative R&D between of enterprises is less; the relation with the local universities or research institutes is loose; the development of intermediary and financial institution are imperfect. On the basis of summarizing problems of the structure, the article analyzes the formation mechanism and the negative of the innovation network.In the end, the article proposes policies to perfect the innovation network of Shijiazhuang pharmaceutical industry. The policies are:define the status and role of the innovation actors; increase the connections between of innovation actors; create innovation environment.
