| Along with the rapid development of scientific technology, the economic globalization speeding up and the advent of knowledge economy, human resource has become the most important strategic resource of the enterprise. As the researches in-between intrinsic quality, knowledge,behavior, personality, motivation factors and job performance deeply increased, talents has ever before become the core competitiveness of enterprise, and human resource management based on the competency characteristics has also received more and more concerns from both theory and practice field. As the main factor of human resource management, recruitment management based on competency characteristics also becomes the focus of attention. But systematic research in such field of current domestic is relatively rare. In this paper, based on a review of related literatures of the human resource department recruiters of competence, combining the state-owned enterprise human resources department recruiters' role and job analysis, we interviewed senior HR professional managers and senior recruiters of the enterprises within Shijiazhuang area, designed the researching questionnaire for competence of the enterprise human resources department recruiter, which were filled with many HR professionals and enterprise recruiter within Shijiazhuang region, and the validation was tested as followed.This paper used the literature induction and questionnaire, and tried to gain a formation of Shijiazhuang local enterprises' recruiters' competence character. Referring to Spencer's dictionary and many experts' researches, according to the interview, finally a 7-dimension formation is confirmed in the questionnaire. Through data factor analysis and reliability and validity inspection, the recruiter competency model is formed, which is suit for the state-owned enterprises within Shijiazhuang region. We hope this model is not only helpful for Shijiazhuang region state-owned enterprise to hire high performance recruiters, but also provides reference for competency analysis of other human resources modules. |
