Research on competency model of senior enterprise management personnel, has become a hot issue inhuman resource management in enterprises at home and abroad. Less research of competency model in our country state-owned enterprise leader personnel, has been difficult to adapt to the needs of the development of market-oriented reform of state-owned enterprises.This paper takes Henan province tube enterprise leaders as the research object, explored and established enterprise leading personnel competency model with characteristic of state-owned enterprises in Henan province and its corresponding annual comprehensive evaluation system, it to innovation province administered enterprises leadership personnel selection and training mechanism, improvement the daily management and supervision, optimization of top management team quality, strengthen the comprehensive construction of leading groups, has a strong guiding significance. At the same time, it also provides certain reference for the research of the central enterprises, other leaders of state-owned enterprises staff competency.The paper first carefully combs domestic and foreign enterprise managers competency, on the basis of relevant research results, proposes the general research methods and ideas. Then from the present situation of the province enterprise economic development and leadership competency, it analyzes the problems and reasons, and puts forward the basic requirements for this special group of the province enterprise leaders competency, namely, meet and play the national state-owned enterprises political responsibility, economic responsibility and social responsibility. According to the provincial enterprise development actual need, the paper using a variety of methods, to collect and analyze data of the province enterprise leading personnel competency modeling, screen out most affected by the result of the competency indicators, obtain on the basis of quality, ability and performance characteristics of the state-owned enterprises of province leading personnel competency model, and based on this model, design state-owned enterprises of province leading personnel annual appraisal evaluation system. This paper takes the HNEC group of leading personnel as an example, through the analysis of the results of leadership competency evaluation, masters the running situation of leadership and leadership competency, and comparing with the relevant departments grasp the situation at ordinary times, proves that the constructed competency model and evaluation system is scientific and practical. Finally, the article presents a major breakthrough in the research contents and research methods, and points out the shortcomings existing in the process of the study and the next research direction, in order to competency for further studies on the province tube business leaders.
