Most of the Third Party Logistics (3PL) enterprises in China is developed from traditional freight enterprise, thus its structure is imperfect and it faces the problem of deepening reform; while economic globalization and China's entry into WTO makes transnational logistics groups aim at Chinese market. Facing the keener and keener competition in the market, 3PL enterprises have to respond to the challenges of transnational groups positively. Under the circumstance, how to raise their core competitiveness becomes the key to solve above questions. Human resources have the characteristics of strategic resources such as rare, value and inimitable. It is the fundamental factor for enterprise's survival and development as well as the carrier and source of the core competitiveness. So the research on core competitiveness of 3PL enterprises from human resources has important significance in theory and practice.Firstly, by studying the basic theory of human resources, 3PL and core competitiveness, as well as combining with the development of 3PL enterprises, this paper constructs SWOT matrix, point out the problem of 3PL enterprises'development and further clarify the necessity of promoting its core competitiveness.Secondly, this paper makes research surrounding the relationship between human resources and core competitiveness, focuses on the analysis of their relevance from the root of core competitiveness, points out that human resources management is the key to raise the core competitiveness of enterprises and further indicates the mechanism of human resource on core competitiveness, which explains why to make research of raising enterprises'core competitiveness from the point of human resources.Thirdly, on the basis of human resource, this paper structure index system of 3PL enterprises core competitiveness evaluation from culture, innovation, human resources competence and learning organization, while adopts the analytic hierarchy process method to determine the weight of each index and on these bases, adopts fuzzy comprehensive evaluation to structure the evaluation model of 3PL enterprises core competitiveness. Then, taking the research of a 3PL enterprise in Tianjin for example, it verifies the feasibility and adequacy of the model.Finally, it proposes overall strategies to raise the core competitiveness of 3PL enterprises, especially gives advance from the angle of human resource, which hopes to provide practical helps to develop 3PL enterprises in China.
