The issue of housing is related to the national economy and people's livelihood. As a major component of housing supply system as well as an essential system arrangement of housing guarantee system in China, low-rent housing system has played a significant role in solving the housing problems of low-income groups in urban areas. However, the low-rent housing system has been implemented in China for only a bit over ten years. Though with certain achievements, the inherent defects in the design of such system as well as certain deficiencies in its implementation has restricted the system from making more achievements in practice. For this reason, this thesis intends to explore and analyze the legal issues with respect to low-rent housing system and propose the solutions and suggestions for improving such system, in the hope of being of some help to the improvement of low-rent housing system in China.This thesis is composed of five parts. The first part is an overview of the basic theory on low-rent housing system, which mainly analyzes the basic points, such as the basic concept, feature and function, of low-rent housing system. The second part is an introduction to the history of low-rent housing system in China, which mainly sorts out the development track of low-rent housing system in China. The third part is an introduction to the systems relating to low-rent housing in other countries across the world and in Hong Kong SAR and Macao SAR of China, as well as an analysis on the referential significance of the latter to the low-rent housing system in China, in order for providing referential grounds for the improvement of low-rent housing system in China. The fourth part is an analysis on the existing problems in the low-rent housing system of China, such as the relatively low legislation level, the relatively narrow scope of guarantee object and the shortage of guarantee funds, etc. The fifth part is a proposition on the solutions to improve the low-rent housing system in China, which is the key point of this thesis. First, the author proposes the principles that should be adhered to for improving the low-rent housing system in China; secondly, on the basis of the principles established, the author proposes that a systematic legal structure for low-rent housing system should be built, and also proposes on the content that should be included in such structure; finally, the author proposes that the well-developed supporting systems and measures should be adopted.
