The housing problem has always been a great event of the party and th egovernment is highly concerned about it, especially the housing problems oflow-income families. Under the condition of market economy, housing is the king ofexpensive special goods for the low-income families. It is difficult to solve theproblem only depending on they own strength. Therefore, it is an effective way tosolve the mentioned problem by building a system of low-rent housing. Over years,Changsha government has always been committed to solving the housing problems oflow-income groups in Changsha, and achieved some results. But on the whole, withlimited guaranteed strength, it is still very sharp to solve the conflicts of Changshahousing difficulties. So, improving the system of low-rent housing in Changsha isurgent and necessary.This article adopts the method of empirical research, elaborating current status ofthe housing market in Changsha objectively, the present status of low-rent housingsupply and the construction of low-rent housing system, revealing that the presentlow-rent housing supply system in Changsha exists a series of problems in a smallcoverage of the low-rent housing, narrow safeguard object, low-rent housing supplyshortage, low-rent housing finance supply insufficient, lack of government functionsand the related legal construction lags behind and so on. By introducing the typicallow-rent housing supply mode of United States, Germany, Japan, Singapore and HongKong, China and other developed countries and regions, summarize the successfulexperience of the developed countries and regions are as follows: formulating arelatively complete legal system, establishing the subject status of the government,setting up specialized management institutions and developing the housing finance. Inaddition, Shanghai is where the current mainland low-income families benefit themost and one of the low-rent housing management covers the most populousaccording to a case analysis taking its "a set of method, two levels of review, threecommon management" mechanism as the experience for reference. The house price inChangsha is lower than the other provincial capital city. There is more floatingpopulation there with more low-rent housing needs. By drawing lessons from thesuccessful experience of developed countries and regions, this pa per puts forwardrelevant policy suggestions to improve the low-rent housing supply system inChangsha. in order to expanding the scope of the low-rent housing safeguard, the city "sandwich layer" and the migrant population are put into the low-rent housing system.the mode of low-rent housing supply is enlarged by taking the mode of entrust lease,united Rentals, the PPP and acquiring existing vacant in Changsha and other methods.The source problem of low-rent housing supply can be solved by attracting enterprisesto participate in, by carrying out the innovation of finance to raise social idle fundsand imposing appropriate housing security taxes. To ensure the low-rent housingsystem running smoothly the mechanism of access and withdrawal to low-renthousing should be Consummated and relevant laws and regulations should beperfected.
