Recently, the competency model is one of the critical issues on human resource management and psychological research. Investigators and corporations all pay attention to the standard of selecting and training different levels of personnel who can meet the organization's development needs. Being located in the most economically advanced area of China, the State-Owned Enterprises in Shanghai are shouldering the heavy burden of motherland's rapid economical development and facing the competition from large-scale industries international and domestic. So they have special requirements of personnel selection, appointment and management. This study concerns about what characteristics the middle-level managers should have can help reach rapid and stable growth, as a participant or executor of the enterprise strategies.This research integrated theory and empirical study. The origination of competency model, current situation of study, trend, and challenges are summed up. On the basis of academic study above-mentioned and event interview, this study compiled "The Questionnaire of Competency Model for Middle-level managers of State-Owned Enterprises in Shanghai". Through investigation and statistic analysis of several middle-level managers, the conclusions are:In such a special environment as the State-Owned Enterprises in Shanghai, the competency model for middle-level managers should be divided into six parts: leadership and team management, the ability of decision-making, personal quality, initiative or aggressiveness, strategic thinking, goal's concerning .Furthermore, the study applied this competency model to human resource management system, discussed how to transform this model into practical instrument for state-owned enterprises. This research has some instructional significance in personnel selection, training and assessment.
