With the theory of competency and competency model is increasingly deepening, research on the construction of competency and its model theory is more and more enterprises pay attention to.These research paper studies middle-level managers in national grain companies, analyzing their characteristic attributes necessary to achieve rapid advancement in the structural reform of state-owned grain enterprises, maintains stable economic development, and safeguards our food safety regulations.To begin with, the paper defines Competency System, including its various forms, measurement and construction methodologies, and link to performance. The study then analyze the roles of middle-level managers within the companies, raise concerns related to the survival of state-owned firms and the responsibilities relevant to the middle-level managers. The study aims to improve middle-level manager selection standards and processes in state-owned grain firms, while explicitly set focuses on structural reform and propose corrective actions.This research paper selected its targeted middle-level managers according to the criteria stated previously. Furthermore, with reference to attributes of successful management team, this research constructed<state-owned enterprise middle-level manager survey>, explains the status of middle-level manager within state-owned enterprises, summarize attributes necessary to advance successfully as a middle-level manager. The competency model of middle-level managers of state-owned grain enterprises three dimensions and eleven elements were determined; through behavioral event interview to verify the validity of the model, identified six key competency, then construct the feature model of abroad for middle-level managers in food enterprises. This paper describes the implementation of competency model in the state-owned grain enterprises’human resource management system, such as recruitment selection, training and development, performance evaluation, and compensation incentives, proving the theoretical and practical significance of competency the model.This study incorporated state-owned grain enterprises as the research sample, applying empirical research to demonstrate the significance of the competency model and verify its usefulness, both from a theoretical and practical aspect.
