Land conversion is the process of rural urbanization in the world today in a general social and economic phenomenon. Through this phenomenon of rural-urban land in depth the motivation, internal mechanism, and rural-urban land market, construction and reform and innovation, land supply and demand for both urban and rural, urban and rural areas of complementary resources, economic integration, promoting China rural urbanization has important practical significance. Adhere to the scientific concept of development, promoting urban and rural areas, economic and social, human and natural sound and rapid development, building a harmonious society is one important path to implementation of "urban and rural reform." Land transfer is not only "urban and rural reform," the focus, it is the "three rural issues" top priority.Based on this, the system problem from an economic perspective to provide new tools methods, new institutional economics by absorbing and summarizing the research results, combined with China's agriculture and rural economy, current conditions, the property rights theory, contract theory and transaction cost theory tool in the analysis of land transfer on the basis of the institutional environment, the initial establishment of a rural land system in the framework of theoretical analysis. Combination of the theoretical framework established, focusing on the transfer of land in Chongqing and Chengdu, the system model summary and analysis, on the basis of Chengdu and Chongqing Land Transfer a comparative analysis of institutional arrangements in order to land management system in the future provide a meaningful reference for the reform.This article is divided into seven parts:Part I - Introduction. Including background, research design, review, research purpose and significance, the main research contents, design ideas for future study based on reality and theory.Part II - Theoretical Framework of Land Transfer. Specifically including the economic analysis of land ownership, land transfer transaction cost analysis and environmental analysis system for land transfer. This part of the research methods using new institutional economics in the land transfer issues related to the research, initially proposed a rural land in the Theoretical Framework.Part III - Financial subsidies on agricultural land of the flow of contract right. This chapter of the theoretical framework of agent-based constructed to explain the current land transfer land contract right of the model system to study the financial subsidies of agricultural land contract right in the role of the circulation.Part IV - Chengdu Urban and Rural Land Transfer Mode. This chapter describes the land management system reform, Chengdu, ideas, and the specific practices of land transfer, Jinjiang District highlighted the pattern of agricultural land directly into the market.Part V - Chongqing Urban and Rural Land Transfer Mode. This chapter describes the Chongqing Municipality in urban and rural land management system reform and specific ideas in practice, "to vote" trading system as a typical case of a theoretical analysis and research.Part VI - conclusion. In the conclusion of the research results of this paper, an overview of the corresponding countermeasures and suggestions put forward, and some speculative discussion of relevant issues.
