Research On Operation Mode Of Low-Carbon Building Market In China

In recent years, Earth's atmospheric environment has been severely damaged by human beings, carbon dioxide and other greenhouse gas emissions are increasing year by year. Since Climate Change Conference in Copenhagen in 2009, the "low-carbon" has been widely applied to various industrial fields. Under the double influence of the international and domestic policy, Chinese Government has regarded "low-carbon building" as an important industry of energy saving and carbon emission reduction; its carbon dioxide emissions reduction has huge potential, and is an important way of completing the commitment to carbon emission reduction target (compared to 2005 carbon dioxide emissions per unit of GDP, 2020 carbon dioxide emissions per unit of GDP declined by 40%-45%) for Chinese Government. However, the low-carbon building is currently in the initial stage of promotion and pilot in China, the market environment for widespread implementation is not mature enough, and the current operation mode of low-carbon building market needs to be improved and perfected in law, policy, economy, technology and other aspects.Firstly this study brings up the literature reviews at home and abroad, describes the basic situation of the current low-carbon building market in terms of the market fundamental, specification of work, market structure, etc., analyses the development prospect of low-carbon building market in China from the international situation, domestic policy, development of industry chain and other aspects, and then expatiates on the existing problems and reasons of the current operation mode of low-carbon building market from legal system, technical level, economic level, promotion strategies and other aspects. Based on the results of the literature reviews, development prospect and analysis of problems, this study builds the new model suitable for the operation situation of low-carbon building market in China; The new model makes full use of the principles of market economy, and establishes three only independent but interrelated organizational structures such as low-carbon building product market, technology market, capital market to effectively address the division of subject's functions, the issue of externality and the integration of various economic relationships.The promotion and development of new model take its operation security system as the fundament, which mainly involves specific measures in four aspects such as law, policy, technology and organization. Legal guarantee includes the improvement in law, regulation, standard and criterion; policy guarantee includes the promulgation and implementation of incentive policy, credit policy, regulatory policy, guide policy and land supply policy; technical guarantee includes technological transformation, technological innovation and technology import; organizational guarantee includes the implementation of the duties of subjects. After building the new model and the security system, giving full play to the functions of subjects, in particular the Government's guidance and oversight functions, is the practical and efficient way of the operation of the new model.
