Global warming is a severe challenge to human beings'survival and development, people realized that the increasing of the carbon dioxide emissions was a serious threat to the humanity. Earlier before more people have known that the carbon dioxide emissions of the cars and the factories were need to be controlled, but the building's carbon emissions were neglected. In fact, during the the entire life cycle of the construction project, large amounts of energy were used, and large quantities of greenhouse gases were emitted. China is in the peak of construction industry's development, as the world's second largest carbon emissions, how to achieve the 40%-45% of emission reduction commitments in Climate Change Conference in Copenhagen, the construction industry should take the main responsibility. In this context, low carbon buildings are proposed. The development of low carbon buildings can meet the requirements of the new period better, resolve the important issue of the development of the construction industry, change the way of industry growth, and promote the development of low energy consumption, high value-added construction method.Based on the background of these developments, the issue of the paper is studied. Firstly through a large number of literature review and sorting, based on the full understanding of the current research of low-carbon buildings, the paper made an analysis and comparison among kinds of buildings, like the low carbon buildings, green buildings, energy efficient building and sustainable construction, etc, to deep the understanding of low carbon buildings. Secondly in the form of questionnaires and considering the existing research, the carbon emissions activities of the construction were investigated. With reference to the green and low carbon building evaluation index system, a new low carbon building evaluation index system was established, which was in accordance with the current level of China's construction industry. Then the scoring standards of the qualitative indicators and the reference formula of the quantitative indicators are given, using the the method of gray cluster evaluation, which combines qualitative and quantitative indicators together, to make a comprehensive evaluation of the low carbon buildings by an example. Finally based on the low-carbon buildings index system established above, various carbon emissions factors were discussed, using the Rough set to analyze the data collected by questionnaire, the factors which have a greater impact on carbon emissions of the low-carbon buildings were found out. Therefore we can understand the status of the carbon emissions of constructions better, then put forward targeted suggestions, measures and related incentives on the development of low carbon buildings, to control the carbon emissions of buildings effectively, to provide technical support for policies and regulations promulgated by the state, to make preparations for the carbon tax and carbon transactions in the future.
