Raising the innovative capability of technology in cities is the most efficient and necessary way of developing the strong economy in cities and promoting the innovative capability of the whole nation. Majority of the samples based on the cities of developed countries imply that innovation of urban technology is influenced by the spillover of technology under the model of specialized industrial cluster and diverse industrial cluster. Therefore, for the cities in a developing country, such as China, whether the model of specialized or diverse industrial cluster can make a positive impact on the innovation of urban technology is a key to raise the urban competitive power.We pick up the datas of 198 prefecture-level cities in 23 provinces of China during the years 2005-2007 from the view of the effects of spillover of technology, in order to coucalute the specialization and diversity index and analyse its features, and finally we study on the data to find out how specialization and diversity can make a contribution to the innovation of civil technology theoretically and practically and make suggestions on the corresponding policies as well. The results suggest that:(1) The relatively specialized industries in the cities of China is stable, and the specialization index of the cities who possess abundant natural resources such as the industries of agriculture, forestry, animal husbandry, fishery and mining is even higher, meanwhile the capital cities own a higher diversity index. (2) The research on the innovation of civil technology in China imply that the relatively diverse industrial cluster, that is to say the Jacobs' externality, could accelerate this process. (3) Both of educational expense and GDP affect the innovation of urban technology positively and significantly. FDI doesn't make a significantly effect on the innovation of urban technology.
