Research On The Normative Development Of Industrial Technological Innovation Strategic Alliance From The Perspective Of Externality

Currently,with the continuous development of the economy and society,the ability to innovate in science and technology has become a key factor related to economic development and national security.Intustrial technology innovation strategic alliances,as a new organizational form,can play the role of problem solvers in enterprises and improve the effectiveness of technology transfer and transformation.However,at present,China’s theory in this area is relatively weak,and there is a lack of research on alliance governance and management.To this end,it is necessary to propose suggestions for the development of alliance norms that are consistent with current innovation organizations and policies,that are both lenient and effective.The emergence of industrial technology innovation strategic alliances is necessary for the transformation of technological innovation achievements,the driving force of industrial upgrading and innovation,and the acceleration of solving the bottleneck problem of key technologies.Looking back at its development process,it has roughly gone through four stages:the first stage was the exploration stage(1999-2005),the second stage was the pilot stage(2006-2010),and the third stage was the regularization stage(2011-2015).In 2016,the China Industrial Technology Innovation Strategic Alliance Collaborative Development Network was established,marking the initial construction of a national industrial technology alliance ecosystem and the entry of the alliance into the fourth stage,namely the ecological construction stage(from 2016 to present).From the perspective of externality theory,on the one hand,alliances play a positive externality role in building an innovative ecological environment,optimizing innovative production,and enhancing innovation sustainability;On the other hand,there are negative externality risks in the policy environment and internal control system,overall activity and function,operational stability and management irregularities.In order to promote the standardized development of industrial technology innovation strategic alliances,it is necessary to improve the relevant systems of industrial technology innovation strategic alliances,including improving their construction guidance and plans,standardizing their registration management,and establishing a comprehensive regulatory system to strengthen policy regulations;Optimize the internal governance mechanism of the alliance,including refining the alliance establishment agreement template and building a hub organization to promote the internalization of externality;Strengthen administrative control and guidance,and reduce negative externality in operation management from standardizing the use of alliance names,unifying standards and joint law enforcement,strengthening supervision over operation management,and improving joint public relations capabilities.
