An Evaluation Research In Technological Innovation Level Of High-tech Industry

High–tech industry takes a vigorous development in 21st century. It plays an important role in the development of china's economics. Technological innovation is the soul of high-tech industry, there still exist certain disparity between China and foreign developed countries in high-tech industry technological innovation level. Therefore, the research on how to improve the level of high-tech industry technological innovation is imminent, and the evaluation of technological innovation is the foundation to improve the technological innovation. So, it has important theoretical and practical value to evaluate and research the composition of High-tech industry technological innovation level.Summarizing literatures on technology innovation level, we will find that there is no clear definition about the composition of technological innovation level, most of them from technical innovation ability or efficiency aspects. Therefore this paper defines the generalized high-tech industrial technical innovation level include ability, efficiency, risk and environmental, narrow only include capability and efficiency. This paper expounds the relation and distinction between high technology and high new technology, concludes the definition of high-tech industry by different countries or organization, and summarizes the characteristics and the development of high-tech industry in our country; builds evaluation object from industry and regional Angle by Choosing the narrow level of technological innovation; Through constructing index screening pool, select the evaluation index of technology innovation level by using the factor public degrees methods; Learning the current domestic and foreign scholars commonly technological innovation evaluation method, in order to avoid the weights of evaluation indexes score, chose the principal component analysis and data envelopment analysis as this paper evaluation method; evaluate China's high-tech industry technological innovation level in 2008, we get this conclusion that Guangdong is the best region and Manufacture of Electronic Equipment and Communication Equipment is the best industry in the technological innovation. Finally we find the existing shortcomings and the insufficiency in Chinese high-tech industry technological innovation level, and give some suggestions.
