development.China's economy has entered a new normal,economic growth has gradually slowed down,accelerate the development of high-tech industry not only to solve the deep-seated problems facing China's economic development,improve the overall quality of the national economy and comprehensive national strength,to achieve leapfrog development has a particularly important role,but also to cope with international competition,to ensure that the Chinese nation in the new century invincible strategic choice.Technological innovation is the core and the driving force for the development of high-tech industry,the key to promoting the development of high-tech industry and enhancing the competitiveness of high-tech industry is to enhance the technological innovation capability of industry.High-tech industry technology innovation capacity is the ability that converting the high-tech knowledge to high-tech new products or new technology and promoting the development of high-tech industry.Enhancing the technological innovation capability of high-tech industry has an irreplaceable role in transforming traditional industries,promoting industrial structure optimization and adjustment,transformation and upgrading,enhancing international competitiveness of industry and breaking through the shackles of the economic development.Over the past ten years,China's high-tech industry developed rapidly,provinces and cities have also selected the local high-tech industry as a development priority,and regarded the development of these industries as a new economic growth point.These industries play fast fueling in economic growth of the region and a strong force for industrial optimization and upgrading of deepening reform and implementation.But there is the context of unbalanced regional development in China's high-tech industry,and the difference between the region is very large.For example,the western region,both in terms of output value,scale and competitiveness,is lagging behind the central and eastern regions.Nevertheless,Sichuan Province won the overall economic and technological development in the context of the implementation of the western development,and formed a number of electronic information,equipment manufacturing,bio-medicine as the representative of the high-tech industries.In recent years,the state has put forward strategic planning of“one belt one road” and the “Yangtze River economic belt”,to reshape the political and economic and trade cooperation along the Silk Road and the Silk Road along the sea,and to play the role of the Yangtze golden waterway,promote development along the Yangtze River and around major cities.Sichuan Province is the western population province,the total economic output is also in the forefront,it has broad market potential.At the same time,Sichuan Province is connected with the Silk Road economic belt and the Silk Road along the sea,and is one of the provinces of the Yangtze River economic belt.The important geographical location determines that Sichuan must seize the opportunity to promote the development of high-tech industry,meanwhile,in Sichuan province mineral resources,biological resources are very rich,Chengdu,Mianyang all have a good industrial base.Therefore,great market potential,important geographical location,favorable resource conditions have become favorable conditions for the rapid development of high-tech industry in Sichuan Province.Although the high-tech industry in Sichuan Province has gained rapid development in a short time,the contribution of high-tech industry to industrial output value has been greatly improved,but the technological innovation capability of high-tech industry is still relatively weak,and the input-output structure of innovative resources restricts the development of high-tech.To accelerate the effective development of high-tech industry in Sichuan Province,the key is to enhance the technological innovation ability,and to enhance the technological innovation capability of high-tech industry.First of all,analyzing the status quo of high-tech industry development,and then conduct empirical research and evaluation of technological innovation capability,accurately grasp the development of high-tech industry changes,according to local conditions to put forward countermeasures and suggestions.This paper first elaborates the background,purpose and significance of the research,on the basis of combing,analyzing and summarizing the existing literature,forming the research ideas.Then,based on the theory of high-tech industry,the theory of technological innovation ability and the theory of industrial competitiveness,analyzes the status quo of the development of high-tech industry in Sichuan Province,and concludes that the high-tech industry in Sichuan Province has developed rapidly in recent years.The total sales income,total profit and total profits and taxes are the top spot,the level of export delivery value also ranks the level of the country.In order to further evaluate its technological innovation ability,this paper establishes the factor analysis model and the evaluation index system,chooses the statistical data of Sichuan Province from 2005 to 2014,carries on the quantitative analysis by the factor analysis method,finally concludes that the technological innovation capability of the high-tech industry is increasing,but technological innovation capability is insufficient,performance in the structure of innovative resources need to be adjusted,innovative input and output efficiency is low,weakening the ability to support transformation.This paper puts forward that technological innovation capability of Sichuan high-tech industry could be enhanced through increasing the investment of innovation resources,improving the efficiency of input and output;speeding up the cooperation of government,industry,colleges and universities and research institutes,improving the transformation mechanism of scientific and technological achievements;play regional,resource advantages,improve the industrial support environment and other
