The telecommunications industry is a capital-intensive industry, so its development must be boosted by a large amount of capital. Especially for telecom companies, the continuous, large, structurally complex investment on network construction and costs in operation maintenance, which surely upgrade its network service quality and operational efficiency of management, also make a huge financial pressure. After the extensive development mode drawn by investment funds a few years ago, the pressure, from the supervision of shareholders in capital market and strengthen macro-control, reducing the investment in fixed assets of the state for both listed and unlisted enterprises, requires to control fixed asset investment spending and stressed the investment results, especially the investment profits. Therefore, to enhance the level of investment management, improve the investment management efficiency of state-owned telecom companies has become an important measure to change business model and strengthen the effectiveness of management.Based on the Synergetics theory, the resources outsourcing theory and the enterprise value theory, and in the view of the current condition of the investment plans and financial management in China Mobile, this paper provides the system for the resources allocation and summed up the two core issues: the target and means of resources allocation and the five core areas of resources allocation management establishing.The means choice of resources allocation is the main discussion at the end of this paper. A means choice model of resources allocation is established to make qualitative and quantitative evaluation directions. The qualitative evaluation has five reference points: policy, imminence, risk, haleness and environment factors; the quantitative evaluation has three reference points: assets structure, costs structure and average cost yearly.
