A Study On Strategic R & D Projects Performance Evaluation Of High-tech Enterprises

With the social development and progress of human needs, the number of personalized consumers is growing. In order to occupy a leading position in the intense competition, companies have set up R&D team and begun the development of the project. The high-tech enterprises are the products of the knowledge economy. With the advent of the knowledge economy, the development of high-tech enterprises has mushroomed. For the high-tech enterprises, the aim of establishing R&D teams is not just to win the market. It is also related to the long-term development of enterprises,?and even the country's long-term strategy. Therefore, the problems of how to ensure the performance of strategic R&D projects of high-tech enterprises, whether they have achieved the expectations, have been increasingly concerned and explored by the business and academic circles.This paper first gives a broad overview of the present results on the performance evaluation of R&D projects from home and abroad. And then it sets forth the theoretical basis of this study and puts forward the definition, characteristics and classification of strategic R&D project of high-tech enterprise. Based on the above, the author conducted questionnaire surveys to find out the present situations. Then the author establishes the concept model of high-tech strategic project and forms the preliminary index system based on the model and research. Next the paper analyses the preliminary index system, and for an A industry, invites technical experts to rate again to get the index weights with AHP method. In the empirical research, this paper combines with Company A and B which are leading companies in M field, and puts forward the feasible suggestions to Company C in our country. This study shows that, compared with traditional R&D program, strategic R&D project of high-tech enterprise puts forward higher requirement about funds, people, and information. So, the evaluation system of traditional program can't be applicable totally. According to the on-site visits and research, the index system constructed in this paper contained five parts: financial economic, enterprise strategy, social environment, technical managemet, and resource controlling.
