Research On Allocation Efficiency Of S & T Resources In The Yangtze River Delta

Resource scarcity is becoming more and more serious,S&T resources have been the first resources of the economic community. According to the characteristics of S&T resources in the Yangtze River Delta , views of relevant experts and some related literature, S&T resources should include: S&T human resources,financial resource,material resources,information resource,time resource,culture resource in six major categories of resources.Since the advent of the times of knowledge economy,the area intensifies the input on S&T resources,but the shortage of S&T resources and low efficiency of allocation apparently show themselves especially in it. Therefore,optimization of S&T resources allocation and promotion of S&T resources allocation efficiency are of more significance.Through researching on the domestic and international the theory of the allocation of resources on science and technology , the paper mainly uses demonstration method to appraise and analyze current input-output condition on S&T resources in the Yangtze River Delta :Firstly, this paper further investigates the theoretical foundation relevant to this subject, including resources allocation, science and technology resources allocation efficiency theory; Secondly,allocation efficiency of S&T resources , mainly researched on the evaluation and demonstration: the former mainly include evaluation index system design in allocation efficiency of S&T resources,selection of the evaluation methods and construction of the model;the latter mainly uses principal component analysis,data envelopment analysis,malmquist index,to measure and analyze allocation efficiency of S&T resources from regional and provincial levels.Finally, in the context of earlier research results and developed countries on the basis of practical experience, the thesis puts forward the countermeasures to enhance allocation efficiency of S&T resources in the Yangtze River Delta .
