Complex Products and Systems (CoPS) can be defined as high cost, large scale, high technological contents (technology-intensive), customization in research and development (R&D), large products, systems and infrastructure construction which are manufactured in single and small batches. CoPS play a significant role in the modern economical development. The risk management of Complex Products R&D projects is always weak section of project management. The special problems of projects R&D in CoPS make its success ratio lower than that in general large-scale manufacturing of product R&D. The present main problem is lacking comprehensive and effective assessment tools of R&D risks. Currently, there are few assessment tools of R&D risks in our country and most of them which are adopted borrow and change from Western and American countries. They are really very difficult to correspond with Chinese national situation and company cultural features. R&D risks are related to product systems and also related to some human factors such as company culture, social environment, organizational environment so that this assessment tools which lack effective localization is not perfect and the result of assessment is not matched with reality.In order to carry on effective identification of R&D risks in CoPS and increase the success ratio of CoPS R&D finally, this essay will analyze organizational risks by using the conception of Multi-Enterprise Alliance and improve analysis framework of CoPS R&D risks based on present research results at home and abroad. According to the features of Multi-Enterprise Alliance completing together CoPS projects expect the general risk analysis, the new index system and risk-control mechanism will be extracted in order to further improve risk assessment theory and guide R&D practice in CoPS R&D project and management. On the basis of this risk management analysis frame, the features of organizational risks in CoPS R&D project will be analyzed and depicted deeply.Combining with the features of CoPS R&D, this essay classifies the organizational risk factors including overall coordination ability factor, project progress factor, mutual trust factor, organizational management factor and culture and communication amalgamation factor and these five factors are first level risk index factors. On this basis, every first level index factor is refined in order to obtain twenty two second level index factors about organizational risks finally. Combining with detailed analysis method, organizational risk assessment model can be built in order to form the theoretical foundation of identifying and evaluating organizational risk factors.On the basis of organizational risk theory analysis and assessment model establishment, CoPS R&D organizational risk assessment model is researched by positive cases. This essay investigates by choosing CoPS manufacturer"Panda Electronics Group Co.Ltd. (PEG)"as research object through data collection and model analysis by providing questionnaires and explains and analyzes the result. The analytical result indicates this assessment model has the certain real degree of fitting about CoPS R&D project risk assessment in order to positively reinforce organizational risk influence theoretical analysis and organizational risk assessment model.According to support of theoretical analysis and positive case study, this essay analyzes and tables rational proposal about CoPS R&D organizational risk regulation and control.
