Study On Industry-University Cooperation System Of High-Tech Enterprise Based On Stakeholder

At first, this article defines the high-tech enterprise and industry-university cooperation. On the basis of home and abroad overview at the industry-university cooperation and the relationship between research and institutional innovation, the article builds a industry-university cooperation system in high-tech enterprise which based on the stakeholder. And it analyzes the meaning, foundation,traits and operating mechanism of industry-university cooperation system. This institution has the traits of main diversity, dynamic and division of labor, etc. It displays on the transaction.Based on this theory, at first, the article uses high-tech enterprise in Ningbo to research, defines and clarifies the stakeholders of industry-university cooperation. It thinks that the key stakeholders are the R&D personnel and university teachers. Second, the transaction cost theory explains the industry-university cooperation. The article suggests that there are some transaction costs of industry-university cooperation for internal management of enterprises and market information asymmetries. How to reduce these transaction costs is the production and research source of industry-university cooperation system. Therefore, this paper measures the suggestions of reducing transaction costs, and brings forwards the three kinds of sub-institution, including the incentive mechanism of the high-tech enterprise R&D personnel, performance evaluation mechanisms of university teachers and the industry-university cooperation models etc. We use the quantitative binding qualitative research methods to analysis the cost-benefit and get some conclusions: 1. emphasize on the incentive of R & D personnel, create an income diversification system of human capital and establish three cultures to play the role of informal institutions. 2. we should improve the assessment of university teachers, build the performance evaluation system of university teacher combined with the enterprise. The key points are building the reasonable evaluation mechanisms in horizontal and the transmission mechanism of scientific research topic in vertical. 3. we should choose the suitable cooperators to have a stable cooperation model.
