Research On R&D Performance Management Of High-tech Enterprises Originated In Industry-university-institute Collaboration

The industry-university-research cooperation(hereafter,IUR cooperation)has played an important role in promoting economic development and social progress.In the major projects which related to national economy and people's livelihood,IUR cooperation has been widely used and achieved remarkable results.Theoretically,in terms of enterprise(especially high-tech enterprises),IUR cooperation not only can reduce the sunk cost of R & D,but also can shorten the development cycle and saving technology costs.Based on the combination of practice and literature research,this study focuses on a special mode of high-tech enterprises: IUR high-tech enterprises.The IUR high-tech enterprises,which is the new widely used form of IUR cooperation,originated in IUR cooperation.In fact,it faced with slow process of commercialization,unsatisfactory performance,and lead to business difficulties.The specialization of the IUR high-tech enterprises requires that the leaders must understand both technology and management.Therefore,it is important that scientists and technicians change from R & D to technology management.R & D management in high-tech enterprise is the connection of technology and economic.Exploring performance evaluation for high-tech enterprises can not only providing reference for standardizing enterprise management behavior,but also guaranting investment decision-making efficienctly and scientifically.In this paper,literature research and case study methods are used to define the connotation of the high-tech enterprises.The motivation and characteristics of the enterprises are analyzed,and the necessity of R & D management is promoted.And then builds the appraisal system of R & D projects of science and technology enterprises on the basic of BSC theory.After analyzing the current situation of R & D management of enterprises,it is necessary to analyze whether the enterprises should participate in the cooperation,that is,to examine the contribution of IUR cooperation to the enterprises,and to validate the effectiveness of R & D projects.The article put forward corresponding suggestions for IUR high-tech enterprises to strengthen the ability of cost control.Also,the article put forward constructive suggestions on establishment of project evaluation system which guids R & D project decision-making on investment.
