A country or region's economic development can't without the support of capital. Along with continuous development and deepening of economic globalization, foreign direct investment's role in promoting a country or region's economic development becomes increasingly evident. Recognizing this fact, many countries and regions participate in the competition of attracting foreign investment. For the investors, how to choose the investment environment in order to obtain expected investment return, and attractors how to play their advantages and improve weaknesses of their investment environment in order to obtain the favor of more foreign capital, becoming a hot spot in today's world. Before investors choose place to invest and attractors improve their investment environment, both need to analyze and evaluate corresponding investment environment, thus make more accurate judgments and actions, Therefore investment environment's evaluation and construction is an essential aspect in promoting economic developmentThe paper systematic integrates the theory of domestic and foreign investment environment and investment environment evaluation method. On this basis, it establishes a regional investment environment evaluation system, which includes 3 first level indicators, 11 second level indicators and 42 third level indicators. In the empirical analysis section, firstly it uses statistical bulletin data of Tianjin and other seven regions, and it conducts a preliminary comparative analysis of eight areas' investment environment through the form of chart. After that, the paper applies AHP to determine the weight of various indicators in the index system, then uses integrated assessment model and the data of"2009 China Statistical Yearbook"to compare Tianjin and other seven areas of environmental indicators, eventually it gets comprehensive evaluation results of the eight regions, and then it analyzes the problems and inadequacies of Tianjin investment environment. Finally according to the actual situation of Tianjin, the paper puts forward improving suggestions.
