A 30-years history of Chinese reform and opening-up policy caused the economy to achieve an unprecedented achievement , people's living standards and the comprehensive national strength was improved also. In recent years, under the global economic recession, Chinese economic growth rate still maintains at 9%, showing strong momentum of growth simultaneously. The reason of success is that our great nation has taken seriously with the strategy of developing the country by relying on education and science, as well as the sustained optimized upgrade of industry since Reform and Open-door Policy from 1979. Because of that, this paper made an empirical study on the interaction between the scientific-technical progress and the industrial structure.Based on the theory of the industrial structure and scientific-technological progress created by the scientists, innovators, inventors and scholars all over the world, this paper analyzed the intrinsic mechanism of scientific-technological progress and industrial structure firstly, it adopted the Data Envelope Approach to measure and calculate the level of advance in science and technology, and (it) composed the advancement into the progress of technical efficiency and technological, the technical efficiency progress was further divided into pure efficiency and scale of technological progress meanwhile. Simultaneously the paper built an index system which was used to measure the level of China's industrial structure and got the aggregative indicator by concentrating data, the factor analytical method. Secondly, based on the ways of co-integration analysis, pulse response analysis, and the error correction model, the paper empirical analyzed the interrelation between the levels of advance in science-technology and industrial structure optimization from 1987 to 2007. The conclusion of the research is as follows: There was a co-integration relationship between the levels of scientific-technological progress (KJ) and industrial structure in China(CY), which was a significant and positive relation. Ten based on the pulse response analysis it showed that the advancement of science and technology could stimulate significantly the industrial structure significantly after the fifth stage; however the level of industrial structure could produce some negative effects on the level of advancement in science-technology and itself, it went ill with the growth of degree in science and technology meanwhile. In the following, this paper has an empirical analysis on the influential intrinsic mechanism of advancement in science-technology and industrial structure. The test result indicated that the changes of new industry development, upgrade of traditional industry, patterns of demand, occupational patterns,labor's productivity and trade patterns promoted the level of industrial structure remarkably. And the advance in science-technology also promoted those changes, but the different scientific-technological progress had different efforts to the variables. Technical progress showed a general positive impact to them, while the technical efficiency had neither a positive effect to the variables nor a negative one. In the end, this paper gives some policy suggestions based on the problems which appeared in the interactive development between scientific-technical and industrial structure.
