The development of the nation, society and economy are inseparable from talents, well the Local Taxation could not work well without a well-organized and disciplined work style and excellent service cadres.With the economic globalization and the continuous development & changes of the socialist market economy, the Local Taxation is bound to participate and promote the economic development in a wider and wider space as an important function of government departments. Each tax cadre must have excellent profession skills and continually update their knowledge structure and the theoretical level to adapt to the new period of social development. Therefore, it becomes very urgent and important to maximum exploit the cadres' potentialities and improve the "sufficient ability" of the local tax authorities.Based on the land tax actual situation and to create a learning organization as a starting point, this thesis will study the Human Resources management status of the local tax authorities and explore the approach of HR development. We hope it could provide some new ideas on the HR management in land tax authorities and with some reference for the future work. The thesis is divided into five parts. In the first part, we introduces the research background, the research status of learning organization, the purpose and significance of the study, the research methods, and innovations. The second part is an overview of human resource management theory, the learning organization-related concepts and characteristics, and the relationship between learning organization & human resource management. Based on the above, we analyse the HR management problems in the current local tax authorities in the third part. Then, we'll take the Shuangluan District Land Tax Bureau as an case to introduce and analyse the overall situation, effects and problems for basic land taxation to create the learning organizations. In the last part, this paper presents suggestions to enhance the human resources management in the local tax authorities. These suggestions include five aspects. Strengthen the tax culture to establish a shared vision, stimulate the individual creative tension to improve the incentive mechanism,to overcome the ideological and bureaucratic hierarchy to improve the mental models, improve the overall quality of teams to enhance group learning, and make efforts on mind changing to practice the systematic thinking.
