The Performance Evaluation And Research On Development Countermeasure Of Production-Teaching-Cooper Ation In Qinhuangdao

Markets competition is growing day by day,science technology innovation has become a necessity to propel the development of social economic. production-teaching-research(hereafter,PTR)is the most effective way to transform science technology knowledge into technology, Speeding up its development is the key point to improve the capability of science technological innovation in our country.The evaluation objectively for cooperation performance is a key link to promote the fast development of PTR cooperation.The purpose of this paper is the accurate evaluation of PTR cooperation performance in Qinhuangdao which start form theory and practice Angle, combine related theory to identify the problem lies in the development,then put forward countermeasures in order to provide reliable guidance for cooperation development in Qinhuangdao.Firstly,current research of cooperation at home and abroad were reviewed, and state the related theory and concept of cooperation in detail,discusses the factors which influence the cooperation performance of production-teaching-research and give the purpose of performance evaluation,at the same time,the supported theory are involved in PTR cooperation that provides theory basis for this study.Secondly,based on the background of scientific and technological innovation,it expounds the necessity of PTR cooperation and realistic basis in QinHuangDao,and devise the questionnaire about PTR cooperation of QinHuangDao,and made a accurate inquirement,through comprehensive and thorough analysis on investigate results,making the accurate investigation on the development status of PTR cooperation in QinHuangDao.Again,combining relevant theoretical basis and analysis,it has established cooperation performance evaluation index system of Qinhuangdao,and then construct the DEA model for evaluation.This paper uses actual results of 53 Enterprises,some universities and research institutes in 8 counties Qinhuangdao which has PTR cooperation,evaluate the cooperation performance from different areas and field,apply DEA methods and deap2.1 evaluation tools,and analyzed the evaluation result from total efficiency value,the scale benefits and the input-output resources adjustment.Finally,according to the results of performance evaluation and analysis of investigation status,then find out some existing problems in the process of PTR cooperation development in Qinhuangdao and put forward the corresponding countermeasure for development from those,this is also the purpose of this article.
