Analysis On Eco-Efficiency And Its Factors Of Industrial Enterprises At Regional Scale Based On Two-oriented Society

Resource and environment problems have become increasingly prominent with the rapid development of economic and society, more and more countries began to focus on the contradictory between natural environment and economic development. Our government propose to build a " Resource-saving society, Environment-friendly society"("Two-oriented Society") to solve this problem with the analysis the situation of our country, at the same time, in the new round"Five-Year Plan"there set a clear goal of this strategy.The contradictory between natural environment and economic development is reflected in all aspects of the performance of production and living activities, especially in industrial production activity. Cause on the one hand industrial enterprises product dependent on natural resources, on the other hand they discharge emissions of waste to natural directly, thus it is the production model of industrial enterprises plays a crucial role to resource conservation and environmental protection, and improve the eco-efficiency of industrial enterprises constantly is one of the main means to resolve the conflict problem.Industrial enterprises in China are on the stage of rapid economic development currently, they are lack of awareness of eco-efficiency, and the foundation of eco-efficient construction is kind of weak. In the context of building"Two-oriented Society"strategy, industrial enterprises in China are facing very urgent and difficult challenges, how to improve eco-efficiency has become one of urgent problems to solve. However, the relevant researches are very limited on both theory and practice, base on the situation now, this paper attempts to identify the main factors which affect eco-efficiency of industrial enterprises in China both on theory and practice, and our work would make a useful exploration to enhance eco-efficiency for industrial enterprises in China.In this paper, we evaluate the eco-efficiency of industrial enterprises in various provinces in China from 2005 to 2009 with principal component analysis based on an evaluation index system we built, then according to some relevant theories, we discuss the key factors of eco-efficiency of industrial enterprises, and through the differences between the regions we verified these theories by regression analysis. The empirical research results show that industrial enterprises in China need to strengthen the construction of eco-efficiency immediately, the performances of enterprises would affect the eco-efficiency improvement of industrial enterprises as same as government. In response to these deficiencies, we give some advices to improve eco-efficiency of industrial enterprises in China from the points of enterprises and government.
