The Comparison Study Of Agents On Construction Agent System In Public Project

With the increase of government investments, Construction Agent System has beenadopted more and more as a new construction management mold. Construction AgentSystem is a mold in management of a specialized agent chosen by the government tosupervise its investment. Since the quality of the agent is determinative for theconstruction of the program, it is necessary to study the credit of the agents. At present,the way of measuring the agents is depend on biding due to the lacking of regulatorydocuments for choosing the agents and the absence of the comparison study by scholars.Based on the study on biding procedure analysis,this paper aims to introduce the newmethod for measuring the agents.Choosing the bidding procedure as a major thread, this paper first analyzes theprevious researches home and abroad, then perfects the market entering system bycombining the practices of each regional agents. Through construct gaming mold, creditmeasurement, and information plat, the market crediting system is constructed and thecredit measurement of agents becomes a important factor in deciding the agent. Then,referring to FIDIC and the credit measurement of the banks to the consultant company,this paper generates a facor measurement system for agents, this paper adopts AHM andvariation coefficient method to offer weighting for objects, uses Relative Entropy togather the results derived from two weighting methods, and then combines GreyRelational Analysis to select the best agent.Take an example of a prison in constructionbidding. Last, this paper offers a solution in regulating the agents according to theproblems existing in agent market.This paper bases its study on market entering system analysis, and forms a measurement system for choosing agents through perfecting credit system and factormeasuring system. In measuring the agents, this paper combines the experience of theexpert with practical factors, thus overcoming the disadvantage in sole weight.
