Study Flexible Employment Supply And Demand Of Basic Old-age Insurance

Due to the upgrading of industrial structure in China and the rapid process of urbanization, more and more people have changed the former employment concepts and work in a flexible way. The flexible employment has done a lot to alleviate the existing employment pressure and makes a great contribution to the economic development in urban and rural areas. Because of its job fluidity and unstable income, the flexible employee’s demand for the primary endowment insurance is more urgent than the formal workers’. But the particularity of the flexible workers’demand and the shortage supply of primary endowment insurance lead to the imbalance between demand and supply of the primary endowment insurance for the flexible employee. To make the flexible workers share the fair employment and security right, the government should make effort to perfect the current system of social endowment insurance which also serves for the flexible employee, so that can we truly achieve the goal of universal endowment insurance system.In this paper, we begin with a literature review about the primary flexible employee endowment insurance at home and abroad and make the definition of the flexible employee and the primary endowment insurance, and analyze the importance of the flexible employee endowment insurance with the Social Equity theory which needs to emphasize the government responsibility. Then we analyze the influence of the flexible employee’s personal trait to the issue of participating in insurance with the theory. Secondly, this article choose city J as a research sample, through sampling survey and the interview data, makes a qualitative and quantitative analysis about the demand and supply of the primary flexible employee endowment insurance. Then we dig deep into the reason of the unbalance of the demand and supply of the primary flexible employee endowment insurance and give some advice to perfect the current flexible employee endowment insurance in order to protect the interest of the flexible employee to participate the endowment insurance system.
