Severe competition in current China Market causes modern enterprises paying more and more attention to Performance Appraisal and Performance Management which now become the center core of Human Resource Management. Most of the Chinese enterprises especially those of middle and small size meet lots of problems in the process of its performance appraisal system operating. The main reason for the previous situation is that the enterprises just focus on the formalization of performance appraisal but not real function , which cannot help them to achieve their targets. JINHUI industrial science and technology CO. LTD ,a subsidiary enterprise of a state—owned firm in Sichuan whose performance appraisal system also doesn' t play a good role during its operation because of the same reason said above.This paper contains following key points. Firstly, making a brief introduction of the position and importance of performance appraisal theory and practice both in domestic and abroad. Secondly, analyzing present conditions and existing problems on performance appraisal system via a case. Thirdly, introducing how to design a set of practicable performance appraisal system according to current situation. It finally sets forth process of performing it and how to establish those safety precautions to ensure the performance appraisal system to be applied in an efficient way.The paper explores how to solve out the existing problems based on the case of "JINHUI" enterprise. It includes how to design an effective and operational performance appraisal system, performance appraisal index and weight index, safeguards system and so on.
