Since the step of global economic has been emerged more accelerated this years, the competition between enterprises become more and more fiercely. The human resource programme turn into a critical part of enterprise's existence and further development. The factor of human resource is becoming a crucial part for enterprises to achieve their tactical targets. How to attract, keep, train and apply the personal, will bring a enterprise commands more core initiative and competition power for the world market.The following case is a real company called Chongqing High-Grade Highway Construction &Investment Co.,ltd(Cqhci), which is a governmental financing and investment company established in 12th of Dec of 2002 in Chongqing. The initial task for Cqhci is to financing, investment, construction and management all the chausses of the city except the highway of Chongqing. The company possesses a characteristic of official project style, but the future development for itself depends on their management techniques as the official participation seceded from their company lately. Cqhci has to prepare the way for the commercial competition from now on.Through my study, I think the core idea for Cqhci will put more effort into the HR programming in the next 3 to 5 years. The company will take two paths to build their personal teems. One is to recruit and train a group of project and construction personal by building a 2000km"Pefectural Highroad Network"in the next 2 years till 2007. And the team will be the main force for the next 3000km prefectural highroad network building as well. The other way is to strengthen the internal training efforts. Build a team can be adapted more and more diversified market.Through my research, I propose that through the unceasing struggle , the organization structure of Cqhci will have a transformation from the first degree corporation to the second degree corporation in the next 3 to 5 years. Create a foundation for company's future multiple business management pattern by deviding into small size business accounting. In the meantime, the distribution target of the personal for Cqhci is: build 2 teems, one is for the engineering part, the total staff is be about 80-100 persons. And the other teem will be at 10-20 person for the management unit. In the general speaking, the current organization structure, personal quality and quantity can't meet the needs of future development of Cqhci. Through the attachment study and research, I propose the above schemes to solve the HR issues, and I do hope my word...
