From the latter half of 1980s to now, the very fast development of IT and the miniaturization, micromation of computer brought computer into enterprise management widely; the application of these information technologies has great effects on improving enterprise's competitive ability. In our china, there exist a lot of chaos phenomena in production management for many enterprises generally, it includes the means of production planning is very outdated, the basic data is disordered, the data can't be feeded back in time, there is a lack of capability balance. With the application of MRP Ⅱ, ERP, CMS, and the implementation of manufacturing information technology, the information technology in the manufacturing enterprise has reached a higher level. but the variety of enterprises is very much, each characteristic is also very much, so a lot of software system aren't universal, so it is very essential to develop a product planning and control system that fits the enterprise in order to realize the enterprise's aim, improve the competitive ability.The aim of this paper is to use management technology, information integrated technology and visible technology to develop a system for production planning scheme and for production planning control. in the product planning, this system introduces a reversed arrangement method to fix every working procedures' product time on one time slice, in the product control, this system introduces order track module and production task track module. The application of these technologies can provide some exact datum for arranging, balancing, executing and controlling the production plan and dispatching materiel, so it is very important to ensure the production delivery time. Otherwise, this paper also introduces genetic algorithms to optimize the production planning. Genetic algorithm has characteristics of global optimization, parallelism, and good fault-tolerant. The application of Genetic algorithm can make the production planning more scientific, more reasonable, and reduce the workers' working intensity.
