It's a peace and development world. Every country tries its best to develop economics. High-tech industry has the best competitive power in this world. Since silicon valley came into existence in 1951, all kinds of high-tech zones appear in one night. According to material, now there are more than 630 high-tech zones. But most of them aren't successful. There are only successful parts of them. For example: silicon valley in American, Bangalore in India, Tsukuba in Japan and so on .In this paper, we collect many of materials that experts and scholars analyze these succeeded high-tech zones from economics, management science views. They come to a same conclusion that network constructs very good among enterprises in high-tech zones. On this basis, technology, information, knowledge flue so fast that every company can select co-operation innovation and get benefit from the network. Compared with excellent high-tech zones, our ones develop slowly. After analyzing them, we think the linkage is very poor among these enterprises. In the views of specialists, we suggest that we construct flexible network in high-tech zone. Its dynamic, embedment,system,opened make it have special work, strong social capital and so on many innovative advantages. On this basis of innovative advantages, small companies not only can get the newest information of technology, knowledge, but also can increase understand each other. If companies meet with difficulties in innovation process, they can select co-operation innovation. In the fast, the high-tech zones will operate much better.
