With the rapid development of China's economy, the processes of urbanization and industrialization have stepped into a high-speed development period. Cities need large quantities of construction land each year. However, the fact that China has a large population and limited land resource has made it pressing and urgent to transform the extensive land use mode into an intensive one. Construction land consolidation, as a significant approach to strengthening land use intensity and fulfilling urban and rural planning, has been in practice to a certain extent and formed some relative theories. Nevertheless, there are a lot of differences in meanings between China and overseas countries. Meanwhile, there are a series of problems in China such as troubles in land expropriation, inadequacy of legal guarantee, and unfairness in benefit distribution. On the basis of successful experiences in overseas land readjustment, this paper will explore the future of construction land consolidation in China and put forward appropriate strategic development objectives and measures which will conform to china's situation.Due to the differences in society, system and economy, China's construction land consolidation can be divided into two modes (according to the land ownership when the program is completed) : land expropriation and land readjustment. At present, China's government always requisition for land by compulsive purchase. According to the overseas' practice and Pujiang mode's successful experiences, land readjustment, which protects public benefit properly and encourages public participation, would be a new development way in urban and rural areas, with a flourishing applied prospect. Thus, the main strategies of construction land consolidation in China are: "to definitude property right, to be guaranteed by laws, to be conducted by the urban planning, and to begin in a pilot area". In this way, a harmonious and interactive mechanism can be established in construction land consolidation between government and the public.
