Software industry as the core of the IT industry is the fastest developed industry in the world. To any nations, it is obvious that the software industry has a lot of importance.China software industry has been developed for over twenty years. As a whole, China software industry has gain a pretty large scale. But compared to some giant successful company in the world, it is still very small. Especially compared to the great success of India software industry, it is difficult to find one or two simple reasons to explain the fact. In this paper, Author is trying to study on the internationalization of software industry, to indicate the way of china software development.In the fist sector, author first study the past and tend of global software then the past and current situation of china software industry. Author also went over the theory on the china software industry. It is obvious that china software industry have little competitiveness in the global markets; however software industry is a inherent international industry which become a large contradiction limiting the development of china software industry.In the second sector: author selected five nations which all have their special characters to find out what made them so successful or unsuccessful in the internationalization of the software industry. Then author introduced the Professor Porter "diamond model" to apply on the Japan, USA, Ireland, Israel , India five nations practice, come up with the new software output success factors model.. This model includes all the key factors which have a large impact on the success of development of software industry. Author also uses the model to study five nations and Chinese city Dalian to see how the factors affect the internationalization of the software industry in a district.In the third sector: According to the model in the second sector, author provided five major solutions for the improvement of the factors.1. Keeping improve the quality of human resource to compete in the global software markets.2. Building the system of VC. as the main capital resource for software industry.3. Making the software firms really cluster in the form of software Technology Park.
