The competition of high quality professional is essential for the competition between current enterprises. If the enterprise wants to gain advantage of competition, it should attract excellence professionals and incentive their enthusiasm as possible as it can, thus it appears more important to establish the perfect human recourse performance appraisal system. But state-owned enterprises give no importance on it which not only makes great waste of recourses but also minifies competitive ability of enterprise. DONGGUANG group in the key process of deepen reformation should establish the scientific performance appraisal system.To resolve above problems, this paper on the base of DONGGUANG group, analyses it's status of human resources and problems of performance appraisal system, utilizes performance appraisal relevant theory and technical, disassembles aims of enterprise, designs appraisal system and "three-to-three" appraisal system of DONGGUANG group and evaluates it. It may be reference for DONGGUANG group to accomplish performance appraisal system.
